The message also convinced me stating the following: This Toyota car Lottery is approved by the Spanish Gaming Board and also Licensed by the The International Association of Gaming Regulators (IAGR).This promotional car lottery is the tenth of its kind and we intend to sensitize the public. According ly I was asked to contact the claim's officer Mr.Oliver marshall on email id: oliver marshall olivermarshall2003@yahoo.co.uk. After I contacted I was sent an application form & an approval letter from the Grupo Security company S.A to claim the money from the BBVA BANCO BANK spain. The foriegn remittance manager of BBVA BBANCO BANK, MR. VICTOR JAMES took my fax message about this prize award and informed me that he needs permission from the Ministry of spain to transfer money into my account in India. The Ministry of spain wrote a letter from this email id:ministerio de Economia y Hacienda ministeriospain@hotmail.com , Mr.Juan Carlos mentions as the Assistant secretary to the president of spain stating that I need to pay $2000 dollars as non resident tax and the inetrnational document covering the prize award would be sent to me to show to my bank in India for accepting the lottery funds into my bank.I paid $2000 and was informaed by the foriegn remittance manager of BBVA BANCO BANK, spain that my money has been transfered and shall receive in 3 working days. to my surprise I receive a letter from Europe union letterhead stating that the funds exceed more than $200,000, I need to pay 1 % as revenue tax, I assured them that after I receive the funds into my account I shall pay the tax, later agreed but came up with another problem saying that my lottery funds has been held up at CASS bank in US for want of anti terrorism certificate for which I requested the ministry of spain to send me the certificate for which they demanded me to pay 4000 euros which I refused. later afetr a month or so I receive a message from the foriegn remittance manager of BBVA BANCO manager saying that the lottery funds has been returned to BBVA BANCO BANK by CASS bank as anti terrorism certificate was not given. After few days , I receive a confirmed letter from the Ministry of spain saying that the since the funds have been returned , the Board of directors have decided to send me Certified bank cheque for which they asked me to send 1250 euros for the insurance fees and 150 euros for the DHL service for the cheque to be couriered. I paid the charges but to my surprise I received the documents -the original anti terrorism certificate and the lottery prize award but not the cheque,I was informed that I need to pay 800 Euros for the shipment of car and only after that the cheque would be despatched. I paid 800 euros and asked them to send the cheque , now the Ministry of spain , Mr.juan Carlos writes to me that since 10 th dec'06, the lottery rules have changed, and whoever has won the prize more than 1 million euros should visit spain and collect the cash in hand, when I told them that it is very risky for us to take in cash & also to vist to spain where we have never visited before.But they are sending mesaages pressuring me to visit spain to collect the award, they are saying they would send the visa and ticket we need to pay 1950 euros for me & my husband to visit spain to collect the prize award. Sir, I just want to know whether the above is genuine or it is fraud, and I have asking the Ministry of spain to pay back my money which I paid to receive the cheque , they are blaming me that I am accusing the spainish govt. & the prize is lying with the ministers for me to collect. Please advise as to what to do now , will I get back my money or will I get the lottery funds.the confirmed letter which I received from the ministry of spain stating that I shall receive the cheque as the letter head having the following address with the spanish emblem. BOARD OF INTERNATIONAL REVENUE HEAD OFFICE / AVDA DE SABASTINE 89 28056 MADRID, SPAIN Appreciate your response ASAP. Please help me to know the truth before I go for the visa.
